The Scale of the Coordinated Drone Assault

Russian air defenses intercepted 376 Ukrainian drones across multiple regions during the attack this week. The Defense Ministry reported strikes targeting Belgorod, Bryansk, Kaluga, Kursk, Leningrad, Novgorod, Oryol, Pskov, Rostov, Ryazan, Smolensk, Tver and Tula, along with the Moscow region, Crimea and Abkhazia, as well as waters in the Azov and Black Seas.

Over 140 drones were downed in the Leningrad region alone, according to Governor Alexander Drozdenko. These figures represent one of the largest single-day interceptions reported by Russian authorities in recent months.

Direct Hits on St. Petersburg Naval Infrastructure

St. Petersburg faced its second Ukrainian drone attack in less than a week. Ukraine's SBU security service stated that the operation targeted the Kronstadt naval base and the Russian Navy's 15th Arsenal in the Leningrad region. City Governor Alexander Beglov issued an unusual public advisory urging residents to remain indoors during the assault.

Officials later confirmed that air defenses prevented significant damage to infrastructure. Three people sustained minor injuries and were discharged after treatment. A separate fire broke out at an oil depot in the southern town of Ust-Labinsk, while drone debris killed one man in the Tver region.

Putin's Rejection of Direct Talks at SPIEF

The drone wave occurred on the final day of the St. Petersburg International Economic Forum. Speaking at the event, President Vladimir Putin stated he saw no point in meeting Ukrainian President Volodymyr Zelensky until a possible peace deal had already been agreed in advance.

The Foreign Ministry and Kremlin statements have consistently framed such meetings as premature without prior alignment on core issues. This position aligns with Moscow's broader approach to negotiations, which prioritizes territorial and security guarantees before any summit.

Ukrainian Perspective and Response to the Strikes

President Zelensky described the operation as a just response to Russian aggression. He accused Putin of choosing war again after rejecting the proposed meeting. Ukrainian Foreign Minister Andrii Sybiha stated that Putin had lost his chance to exit the conflict on favorable terms and that any future diplomatic solution would come on worse conditions for Russia.

Kyiv has maintained that intensified strikes serve as pressure to force negotiations while U.S.-led diplomatic efforts remain stalled. Ukrainian officials have linked the timing of the attacks to the broader pattern of mutual drone exchanges that has intensified in recent months.

Civilian Casualties and Cross-Border Impacts

Russian strikes continued into Ukraine early the following day. A drone attack killed a 64-year-old man in the Mykolaiv region. In Zaporizhzhia, a strike wounded a 10-year-old boy and his father. In the Dnipropetrovsk region, drone and artillery fire killed one person and wounded three others, according to regional Governor Oleksandr Ganzha.

These incidents illustrate the continuing toll on civilians in both countries. Russian authorities have reported limited injuries from the latest wave, while Ukrainian regional officials document ongoing losses from Russian attacks.

Stalled Diplomacy and Regional Context

The exchanges take place against a backdrop of prolonged fighting now in its fifth year. Moscow continues to describe its actions as a special military operation. Hundreds of thousands have been killed, large areas of eastern and southern Ukraine have been damaged, and millions have been displaced since the full-scale invasion began in February 2022.
