Shadow Fleet Escorts Linked to Wagner Network

The investigation by The Times, conducted with partner outlets across Europe, has identified members of the Wagner mercenary group among security personnel on Russian tankers traversing the English Channel. Out of 83 guards documented on these vessels, 18 hold confirmed ties to Wagner, while at least 26 have combat experience in Syria. Additional guards have records with other private military companies. These personnel have completed 189 journeys through British waters since 2023.

The findings emerged shortly after Britain and France intercepted a sanctioned Russian oil tanker in the Atlantic, where the vessel was suspected of operating under a false flag. Guards on the tankers carry no weapons and receive instructions to permit any boardings by authorities, though they must report such encounters promptly to Russian contacts.

Personnel Identified Through Open Sources

Researchers drew on Russian social media posts, crewing agency records, ship crew lists and curriculum vitae platforms to establish identities. Dmitri Savitsky, listed as a guard, previously served with Wagner, the Moran Security Group and the Slavonic Corps. Iurii Rzhevsky, another individual named in the reporting, acted as a Wagner squadron leader during operations in Syria.

The presence of these figures on commercial tankers forms part of a wider pattern in which former Russian intelligence operatives and private military contractors provide onboard security for vessels carrying sanctioned oil. Their role remains limited to observation and reporting rather than armed defence.

Wagner's Evolution and State Links

The Wagner group operated as a Russian state-funded private military company under the direction of Yevgeny Prigozhin until 2023. Prigozhin, once a close associate of Vladimir Putin, led an attempted coup against the Russian president before his death in an aviation incident later that year. The organisation first appeared more than a decade ago to back Russian-backed separatists in the Donbas conflict and later deployed to civil wars in Syria under President Assad and in Libya.

These historical deployments illustrate how Wagner personnel transitioned from frontline combat roles to maritime security tasks on shadow fleet tankers. The continuity of individuals moving between different Russian-linked companies underscores the persistent availability of experienced operatives for state-aligned operations.

EU Expands Naval Inspection Powers

The European Union introduced a new sanctions package that authorises military vessels in the Mediterranean to halt and inspect foreign ships suspected of belonging to the shadow fleet transporting Russian oil. On Monday the bloc extended the mandate of Operation IRINI, its naval mission originally established to enforce a United Nations arms embargo on Libya.

EU officials stated they would employ all necessary legal and operational measures to safeguard the mission. The decision reflects growing concern among member states over the volume of sanctioned Russian crude moving through European waters under opaque ownership structures.

UK Powers and Cross-Channel Realities

Britain introduced legislation in March granting authorities the right to board shadow fleet vessels in English waters. Despite daily passages by sanctioned Russian tankers through the English Channel, no vessels have been seized under these provisions to date. Neighbouring states including France, Sweden and Belgium have conducted boardings and seizures of similar vessels during the same period.

The English Channel remains a critical transit route for energy cargoes heading toward European markets. The reported involvement of Wagner-linked personnel raises questions about the effectiveness of existing monitoring arrangements managed by UK maritime authorities and the extent of coordination with French counterparts across the Dover Strait.

Russian Official Reaction

Russian Foreign Ministry spokesperson Maria Zakharova described the EU measures as a threat to maritime security and accused the bloc of intimidating civilian vessels. She stated that Russia reserves the right to deploy the full range of political, legal and other instruments to defend maritime security and the interests of shippers and shipowners.

The statement aligns with Moscow's consistent position that sanctions targeting its energy exports constitute unlawful interference in commercial navigation. It also signals potential diplomatic or legal pushback against any future inspections conducted under the expanded Operation IRINI mandate.
