Reports indicate the idea surfaced after FIFA President Gianni Infantino was unable to arrange a handshake between Palestine Football Association President Jibril Rajoub and Israel Football Association Vice President Basim Sheikh Suliman during the organization’s annual congress in Vancouver in April 2026.

Rajoub reportedly declined the suggested gesture, stating that he could not shake the hand of someone brought to whitewash fascism and genocide while Palestinians continue to suffer. Critics noted that the announcement bypassed urgent humanitarian requirements on the ground.
Palestinian Football Under Occupation

Palestinian football operates under severe constraints. Since October 2023, Israeli forces have killed at least 565 Palestinian soccer players, coaches, and sports staff. Six Israeli football clubs continue to operate inside illegal settlements in the occupied West Bank. These settlements have been declared unlawful under international law by the International Court of Justice.
Daily movement restrictions, stadium damage, and the detention of players and officials form part of the documented obstacles facing Palestinian clubs and the national team. The inclusion of Russia in the proposed under-15 festival, despite its existing ban, has further fueled questions about selective enforcement of membership rules.
Analysis and Implications
The proposed under-15 match would place young Palestinian players in a setting that Palestinian officials have already rejected as premature. With the death toll among sports personnel continuing to rise and settlement clubs remaining active, the conditions for equitable participation do not exist according to the Palestine Football Association.
Any future decision on the fixture will be measured against FIFA’s handling of the 2024 suspension request and its response to documented violations.
