And my first thought wasn't "finally, Europe is doing something." My first thought was "€10 billion? For seven data centers? In 2026?"

Because here's the thing people outside the infrastructure business don't understand. €10 billion sounds like a lot of money. It is a lot of money — don't get me wrong. But in the AI data center market of 2026, it's table stakes. Maybe even ante-up money. And I'm not sure the European Commission fully appreciates what they're signing up for.

What the EU Is Actually Proposing

The European Commission opened applications today for companies to build up to seven AI-optimized data centers backed by a combination of public funds and private investment. The €10 billion figure includes direct public contributions from the EU budget and member states, alongside matching private capital requirements. The goal is to create a sovereign AI compute layer that reduces Europe's dependence on Amazon Web Services, Microsoft Azure, and Google Cloud — whose European regions currently handle the vast majority of AI workloads running on the continent.

Let's be clear about what this competes with. AWS alone has six full regions in Europe. Microsoft Azure has thirteen. Google Cloud has eleven. Between them, the three US hyperscalers have committed well over €100 billion to European data center buildout in the past three years — Amazon's €33.7 billion bet on Aragón, Spain alone dwarfs the EU's entire €10 billion program. Microsoft's sovereign cloud push, announced earlier this year, added another layer of complexity by offering European customers something the EU's public data centers won't: operational control.

So the EU is walking into a market where the incumbent players have already spent ten times what the public program is offering. And those incumbents aren't slowing down.

The €10 Billion Reality Check

Let's do the math that nobody in Brussels seems to want to do out loud.

A single hyperscale AI data center in 2026 — the kind that can actually train and serve frontier models — costs between €3 billion and €8 billion to build, equip, and bring online. That's just construction. That's before you factor in the GPU procurement, which for a facility running 50,000+ NVIDIA B300 or AMD MI450 accelerators adds another €2-5 billion depending on market pricing and availability. And GPU lead times are still pushing 12-18 months for large orders.

Seven data centers at €3-8 billion each? You're looking at €21-56 billion in total construction costs. Even with the matching private capital requirement, the €10 billion public tranche covers maybe 20-50% of the hardware tab — and that's assuming construction costs don't overrun, which they always do.

Compare this to what the US hyperscalers are doing. Amazon guided to $200 billion in 2026 capex. Alphabet is at $195-205 billion. Meta at $115-135 billion. Microsoft hasn't published a full-year number but reported $37.5 billion in a single quarter. Combined US hyperscaler AI capex for 2026: roughly $725 billion. That's seventy-two times the EU's entire public program.

I'm not saying the EU shouldn't try. I'm saying they need to understand the scale of what they're up against. €10 billion builds you two data centers and some change. Maybe three if you cut corners. It doesn't build a sovereign AI infrastructure layer that competes with AWS and Azure.

The Secondary Bottleneck Nobody's Talking About — European Power Grids

And here's the part that really worries me. Even if the EU finds the money — and let's assume the private capital materializes — they still can't plug these data centers in.

Amazon literally told Reuters in February that they're facing seven-year waits for power grid connections in parts of Europe. Seven years. To get electricity. For data centers that the EU wants operational within the next three to five years so they can compete with US hyperscalers who are deploying GPU clusters right now.

The math doesn't work. You can't spend €10 billion on AI data centers if the grid won't let you turn them on. And Europe's grid infrastructure — especially in the regions where these facilities would logically go (Spain, Portugal, the Nordics, Central Europe) — is facing the same bottlenecks we're seeing in the US PJM and MISO markets. Transmission capacity is maxed out. Interconnection queues are years deep. And the regulatory approval process for new grid upgrades can take a decade or more.

This is the same pattern I've been writing about for weeks. Community consent, power availability, and physical infrastructure constraints aren't just American problems. They're global. The EU is about to discover that you can't buy your way around physics with public funding.

The Sovereignty Argument — Does It Hold Up?

The strategic case for European AI sovereignty is legitimate. I won't argue against it. Relying on US hyperscalers — who operate under US law, US data access regimes, and US export controls — for AI compute is a genuine national security concern for EU member states. The EU AI Act creates compliance requirements that US cloud providers have to meet, but the question of who actually controls the hardware and the data plane is real.

But here's the uncomfortable truth. The EU's €10 billion program doesn't solve the sovereignty problem. It creates a small island of publicly funded compute capacity — seven facilities, maybe 500-700MW total — while the hyperscalers continue building 50+ facilities across the continent. The data gravity will still flow to AWS, Azure, and GCP because that's where the ecosystem is. The AI startups that matter will still deploy on US clouds because that's where their tools, talent, and investors are.

If the EU wants real AI sovereignty, they need to think at a different scale. €10 billion needs to be the down payment on €100 billion, not the total program. And they need to fix the power grid problem before they commit to building facilities that can't be energized.

The Irony — Public AI Money While Tech Workers Get Cut

I can't write this without noting the broader context. This week alone, Visa cut 2,600 jobs — 7% of its workforce — citing AI efficiency gains. Monday.com laid off 20% of its staff in an AI-driven restructuring. Over 90,000 tech workers have lost their jobs in 2026 across more than 20 major tech companies, with AI cited as the primary driver. Sunday's New York Times front-page investigation documented how Meta used AI tools to flag workers on leave for mass layoffs.

And now the EU is throwing €10 billion at AI data centers.

I'm not saying don't build. I'm saying be honest about who benefits and who doesn't.

What This Actually Means for Independent Hosting Providers

First — understand that the EU public funding program is a signal, not a solution. It tells you that European governments are committed to AI infrastructure, which means colo demand in European markets will grow. But don't expect €10 billion to flood the market with cheap compute. The public facilities will likely be restricted to academic research, EU institutions, and approved startups — similar to the EuroHPC model. Commercial AI workloads will still come to independent colo providers.

Second — the power grid bottleneck in Europe is your opportunity. If you have existing colo capacity in a region with available power and good connectivity (the Nordics, parts of Spain, the Netherlands), you're sitting on a goldmine. The hyperscalers can't build fast enough because the grid won't let them. Existing facilities with permits and power contracts are the only game in town for the next 3-5 years.

Third — watch EU regulatory developments closely. The AI Act, data sovereignty rules, and the proposed Digital Networks Act will all affect where and how AI compute is deployed in Europe. Independent providers that can offer GDPR-compliant, EU-sovereign hosting with transparent data handling will capture demand that hyperscalers can't serve because their corporate structure is inherently tied to US jurisdiction.

Fourth — don't bet your business model on the EU program being enough. Even if all seven facilities get built, the total AI compute capacity added by the EU's public program is a rounding error compared to what the hyperscalers are deploying. The independent hosting opportunity in Europe is about agility, compliance, and existing capacity — not about competing with sovereign data centers for the same GPU workloads.

The Structural Reality — Europe's AI Infrastructure Gap Is Real and Getting Worse

I've been watching this gap widen for three years. Every time the US hyperscalers raise their capex guidance, the distance between European AI compute capacity and American AI compute capacity grows. The EU's €10 billion program is a real attempt to close that gap, but it's too small and too slow to make a meaningful difference at the current pace of AI infrastructure buildout.

The US market is building at a pace that no single public funding program — not even China's $100 billion AI infrastructure fund — can match through government spending alone. The difference is that US hyperscalers are deploying private capital at a scale that makes government programs look like pocket change. Europe's private capital markets are smaller, more fragmented, and more cautious. The EU can't paper over that structural difference with a €10 billion grant program.

What Europe needs is a combination of: fast-tracked grid interconnection permitting (years, not decades), coordinated private-public investment at 5-10x the current scale, and a regulatory framework that encourages AI compute buildout instead of treating every new data center as an environmental threat to be litigated for a decade. The EU AI Act is a step forward for governance but a step back for deployment velocity.

The Bottom Line

€10 billion for seven AI data centers is a start. But in the AI infrastructure market of 2026, a start is not a strategy.

The EU is playing checkers while the US hyperscalers are playing 4D chess on a board that costs $725 billion a year to maintain. Europe's sovereign AI ambitions are real, and they're worth pursuing. But the scale has to match the ambition. €10 billion doesn't.

Your play is to be the infrastructure layer that the sovereign data centers can't reach — the tier-2 markets, the edge locations, the GDPR-compliant colo space with power today and permits in hand. The EU's €10 billion program proves that European governments want AI infrastructure. They just don't know how to build it fast enough.
