Modi and Prabowo Advance Comprehensive Strategic Partnership in Jakarta

Indian Prime Minister Narendra Modi and Indonesian President Prabowo Subianto convened in Jakarta on July 7, 2026, to expand the Comprehensive Strategic Partnership originally established in 2018. The meeting produced nearly a dozen agreements spanning technology, critical minerals, defense procurement, maritime security, education and election systems.

Modi described the outcome as a new phase in bilateral relations, stating that the partnership forged in 2018 “is taking a new flight today” and that both sides are advancing cooperation across development, security, technology, culture and education. Prabowo emphasized shared interest in an Indo-Pacific region governed by open, transparent rules based on international law.

Technology and Digital Infrastructure Agreements Target AI and Payments

The two governments agreed to deepen collaboration in artificial intelligence, space systems and digital infrastructure. A key element involves integration of India’s Unified Payments Interface with Indonesian payment networks, enabling direct cross-border transactions for retail and business users.

Additional provisions cover joint research in emerging technologies and expanded telecom connectivity. These steps align with both countries’ efforts to reduce reliance on external digital platforms while building domestic capabilities in data processing and secure communications.

Critical Minerals and Steel Supply Chains Receive Targeted Investment

India committed to new investments in Indonesian nickel, cobalt and rare earth magnet facilities, alongside steel production capacity. Indonesia remains a leading global supplier of nickel and cobalt used in electric vehicle batteries, making the agreement relevant to downstream manufacturing in multiple Asian economies.

The arrangement seeks to stabilize raw material flows for India’s growing electric vehicle and electronics sectors. Japanese firms active in similar mineral processing and magnet production may observe these developments closely, given overlapping requirements for stable, diversified sourcing.

Defense Procurement Includes BrahMos and Astra Missile Systems

Indonesia will acquire BrahMos supersonic cruise missiles under a deal valued at approximately $200 million, along with Astra beyond-visual-range air-to-air missiles. The procurement includes provisions for technology transfer and training.

With this transaction, India now exports the BrahMos system to three Southeast Asian nations: the Philippines, Vietnam and Indonesia. The agreements also encompass broader defense technology cooperation, reflecting Indonesia’s modernization priorities and India’s expanding defense export base.

Maritime Security Focuses on Sabang Port and Indian Ocean Coordination

Both sides pledged enhanced coast guard cooperation to protect sea lanes in the Indian Ocean. Joint development of Sabang port, located near the northern entrance to the Strait of Malacca and roughly 100 miles from India’s planned facilities at Great Nicobar, forms a central element of this cooperation.

The port project is intended to improve logistics resilience and support monitoring of strategic waterways. This development occurs alongside India’s broader maritime outreach under its Act East Policy and parallels similar infrastructure initiatives pursued by other regional actors, including Japan’s quality infrastructure partnerships.

Education and Election Technology MoUs Add Institutional Depth

The Indian Institute of Management Bangalore will establish a campus in Indonesia, providing management education and executive training programs. A separate memorandum covers cooperation on election technology, including potential customized electronic voting machine exports tailored to Indonesian requirements.

These agreements complement existing people-to-people exchanges and aim to build long-term institutional linkages in governance and higher education.

Regional Implications for Japan and Broader Indo-Pacific Architecture

The July 2026 agreements occur during Modi’s three-nation Indo-Pacific tour that continues to Australia and New Zealand. Both India and Indonesia reaffirmed support for a free, open and rules-based Indo-Pacific, language that resonates with Japan’s own Free and Open Indo-Pacific vision.

Japan’s Ministry of Economy, Trade and Industry and the Digital Agency have pursued parallel initiatives in semiconductor resilience, green transformation and digital standards. Expanded India-Indonesia cooperation in critical minerals and digital payments could influence regional supply chain configurations that Japanese companies navigate, particularly in battery materials and cross-border financial infrastructure.

Modi received Indonesia’s highest civilian honor, the Bintang Adipurna, during the visit, underscoring the elevated diplomatic tone. The concrete outcomes—ranging from missile procurement to payment system linkage—provide measurable benchmarks against which future progress can be assessed.
