The vessel, sanctioned by the United States and its allies, was reportedly unable to secure permission to dock in Cuban waters. Investigative outlet The Insider suggested that US authorities had not permitted the sanctioned tanker to proceed to Cuba, leaving it drifting with no clear destination.

For Russia, the failed voyage is an embarrassment. Moscow has been touting its growing partnership with Cuba and other allies as proof that sanctions have not isolated the country. But if a Russian tanker cannot even deliver fuel to a friendly nation without being blocked, the narrative of sanctions resilience takes a serious hit.
