DOJ: Culprits in Senate shooting already 'identified'
The Department of Justice said authorities have already identified the persons responsible for the May 13 shooting incident inside the Senate building.
Philippine National Police investigators reported that all bullet holes found at the scene came from gunshots fired from within the premises, ruling out external fire. The findings were presented by the PNP and the Department of the Interior and Local Government during a Palace briefing on Tuesday, where authorities also released CCTV footage of the incident.
Justice officials said the footage, combined with forensic evidence, has helped narrow down the suspects. They assured the public that charges will be filed once the remaining pieces of evidence are verified.
PNP Chief Bato dela Rosa said the investigation remains ongoing but is progressing rapidly. He added that no injuries were reported and that security protocols inside the Senate are being reviewed.

Why did GSIS ask NBI, not PNP, for additional security? Jonvic Remulla answers | ANC
May 21, 2026 • CNN Philippines
The Philippine National Police investigation into the May 13 Senate gunfire incident has concluded that all bullet holes found in the building came from shots fired inside the premises. The PNP and the Department of the Interior and Local Government presented their findings, along with CCTV footage, during a Palace briefing on Tuesday.
The results contradict earlier claims suggesting that shots may have originated from outside the Senate. Investigators said the evidence clearly shows the exchange happened within the building, prompting further scrutiny of security lapses and the sequence of events that led to the chaos.
Separately, Cavite Governor Jonvic Remulla addressed questions on why the Government Service Insurance System requested additional security from the National Bureau of Investigation rather than the PNP. Remulla explained that GSIS made the request based on operational needs and existing coordination arrangements with the NBI for specific protective duties. He noted that agencies are free to tap the most appropriate law enforcement body depending on the situation, adding that such decisions do not reflect any lack of confidence in the PNP.
The incident has renewed calls for tighter security protocols in government facilities. Officials said the ongoing review aims to prevent similar disturbances and ensure the safety of lawmakers and staff.
