Hawaii Academy of Arts and Science PCS seeks the following position for the **2026-2027** school year.
**Human Resources Specialist**
Full Time, 12 month
**Summary:**
The Human Resources Specialist assists the Human Resources Manager in the management of Employee and Human Resources Records, Employee Relations, Benefits Administration, Recruitment, Teacher Requirements, Volunteer Coordination, Performance Management and Professional Development. Performs a wide range of technical human resources work requiring the interpretation and application of employment related laws and regulations, human resources policies and procedures, and pertinent provisions of collective bargaining agreements; and performs other duties as assigned. Assists the HR Manager in coordination with the Department of Education (DOE), Hawaii Public Charter School Commission, unions and other related entities as applicable. Works to create a culture that emphasizes quality, continuous improvement, teamwork and high performance.
**Education, Experience and Qualifications:**
Bachelor’s Degree in Human Resources or related field preferred.
Associates Degree or equivalent work experience required.
Two years of human resources and/or management experience.
Two years of supervisory experience.
Two years of clerical or technical work experience in human resources management that shall have included the preparation, review, and processing of various personnel forms and applications, which involved the review, interpretation, and application of employment related laws and regulations, human resources policies and procedures in the performance of these duties.
Must have excellent communication and interpersonal skills.
Must have strong attention to detail.
Must have effective and efficient organizational skills.
Desirable qualifications include human resources experience in a school or state office, and experience with the Department of Education (DOE).
*Equivalent combination of education and experience will be considered.*
Knowledge of: Basic principles and practices of human resources administration, basic merit system philosophy, employment laws and regulations, human resources policies and procedures, collective bargaining agreements, organizational structure, interviewing principles and techniques, data gathering and computational techniques, various types of personnel transactions and procedures for processing thereof, methods of personnel record keeping, and office practices and procedures.
Ability to: Understand, interpret, and apply laws and regulations, provisions of collective bargaining agreements, and human resources rules, policies, and procedures, conduct simple investigations and prepare reports of findings, conduct simple research studies referring to various sources; prepare reports of findings, provide advisory and consultative services, explain personnel practices and techniques to employees and the public, operate standard office equipment, supervise the work of others as assigned, give and follow oral and written instructions, and deal tactfully and maintain an effective relationship with employees, state entities and the public.
Must be ethical and honest. Must have excellent interpersonal, organizational, time management, follow-through, and oral and written communication skills. Must be extremely flexible and able to work independently.
Must be knowledgeable and comfortable working with technology and software programs, including MS Excel and Word, Google Suite and other electronic communication systems and be able to acquire additional skills for use of software, databases or other information systems as necessary.
Must be able to meet professional obligations through effective work habits such as: meeting deadlines, honoring schedules, coordinating resources in an effective and timely manner, and demonstrating respect for others. Must be able to successfully analyze information, manage complexity, report results, enter data, and observe school and state policies as well as state and federal laws with attention to detail, confidentiality, and thoroughness. Must accept responsibility and be self-motivated. Must maintain a high level of confidentiality with regard to employees, students and parents and work effectively with school staff, district personnel, and the general public.
Desired competencies include self-motivation; enthusiasm; collaboration; high work standards; critical thinking; creativity; flexibility; and initiative.
