This senior-level position requires a blend of deep technical expertise, systems knowledge, and the ability to work collaboratively with both end users and technical staff to deliver high-quality software solutions. Responsibilities: * Collaborate with users to identify current operating procedures, clarify program objectives, and define functional requirements. * Outline and document all steps required for program development, including process diagrams, flowcharts, and system design charts. * Write comprehensive program documentation and operations guidelines to support system maintenance, onboarding, and continuity. * Provide technical mentorship and guidance to lower-level analyst/programmers. * Partner with external consultants as needed to design and develop unique applications that meet organizational requirements. * Exercise a high degree of creativity and independent judgment in architecting solutions across complex, evolving environments. * Maintain detailed and comprehensive knowledge of the employer’s existing applications and systems. * Other duties as assigned Qualifications: * Bachelor’s Degree from an accredited college or university * Minimum of 5-8 years of experience of related exerience * Comprehensive knowledge of programming techniques, networked and centralized operating systems, and the capabilities of enterprise database products and development suites. * Detailed and comprehensive knowledge of the employer’s applications and systems. * Demonstrated knowledge and experience with Alaska Fisheries systems, data, and operations. * Proficiency in one or more relevant programming languages. * Ability to work effectively with cross-functional teams and external consultants. * Demonstrated skills and experience in the following technologies: + Containerization & Virtualization - Docker - Infrastructure Virtualization + Programming Languages & Frameworks - Java - JavaScript - Flex - PL/SQL + Database Systems - Oracle - PostgreSQL + Operating Systems & Infrastructure - Linux - Windows Desktop Support - Network Concepts Physical Demands:* Must be able to lift up to 25 pounds * Must be able to stand and walk for prolonged amounts of time * Must be able to twist, bend and squat periodically SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Public Trust level.
