• Why did GSIS ask NBI, not PNP, for additional security? Jonvic Remulla answers | ANC

    May 21, 2026 • CNN Philippines

The Philippine National Police investigation into the May 13 Senate gunfire incident has concluded that all bullet holes found in the building came from shots fired inside the premises. The PNP and the Department of the Interior and Local Government presented their findings, along with CCTV footage, during a Palace briefing on Tuesday.

The results contradict earlier claims suggesting that shots may have originated from outside the Senate. Investigators said the evidence clearly shows the exchange happened within the building, prompting further scrutiny of security lapses and the sequence of events that led to the chaos.

Separately, Cavite Governor Jonvic Remulla addressed questions on why the Government Service Insurance System requested additional security from the National Bureau of Investigation rather than the PNP. Remulla explained that GSIS made the request based on operational needs and existing coordination arrangements with the NBI for specific protective duties. He noted that agencies are free to tap the most appropriate law enforcement body depending on the situation, adding that such decisions do not reflect any lack of confidence in the PNP.

The incident has renewed calls for tighter security protocols in government facilities. Officials said the ongoing review aims to prevent similar disturbances and ensure the safety of lawmakers and staff.

    1. 20,000 Californians ordered to evacuate due to spreading brush fire — Tuesday 19 May 2026
    2. As images from the BBC feed show, around 20,000 residents in Simi Valley, California, have been told to leave their homes as a fierce brush fire races through dry hills and swallows entire streets. The blaze, fanned by strong winds, has already destroyed several properties and forced emergency crews to work through the night to protect what remains. For viewers in Britain, where last summer’s moorland fires in the Peak District and parts of Scotland felt uncomfortably close to home, the scenes carry a familiar sting.

The speed of the evacuation order highlights how quickly conditions can turn catastrophic when vegetation is tinder-dry and temperatures soar. Scientists on both sides of the Atlantic point to the same drivers: prolonged drought and rising average temperatures that extend fire seasons well beyond their traditional months. In the UK we have so far escaped the scale of destruction seen in the American West, yet the Met Office’s latest projections suggest our own risk will grow sharply if emissions continue unchecked.

Politicians here often treat California’s troubles as distant spectacle, but the costs of inaction are no longer theoretical. Insurance premiums for homes in wildfire-prone areas are already climbing, and British pension funds with heavy exposure to Californian real estate are watching closely. The question is whether Westminster will treat these warnings with the urgency they demand, or simply wait for the next plume of smoke to appear on our own horizon.

    1. ما الذي تريد طهران فرضه في المضيق من خلال شروط جديدة بخصوص عبور السفن عبر مضيق هرمز؟ — Monday 18 May 2026
    2. Iran's latest demands for oversight of vessel traffic through the Strait of Hormuz mark a sharp escalation in diplomatic pressure aimed at breaking the current impasse in talks mediated by Pakistan. Speaking on Al Jazeera, Qatari academic Abdullah Bandar al-Otaibi described the new security protocol as a deliberate challenge to international maritime law, framing it as a straightforward exchange: Tehran would guarantee safe energy flows in return for an end to the American naval presence that has tightened around its southern coast. For Gulf states whose economies rest almost entirely on oil exports passing through the narrow waterway, the proposal raises immediate concerns about higher insurance costs and possible disruptions at a time when global markets remain sensitive to any hint of instability.

The move comes as both Washington and Tehran appear constrained by domestic politics. President Trump faces pressure from hardliners at home who view any concession as weakness, while Iranian leaders must contend with factions that see compromise as surrender. This mutual rigidity has left Islamabad with the difficult task of finding enough common ground to keep negotiations alive. Without stronger Pakistani involvement, observers in the region fear the standoff could drift toward further naval posturing rather than genuine de-escalation.

From Beirut to Doha, analysts worry that any prolonged closure or restriction of the strait would hit regional importers and exporters alike, particularly smaller economies already struggling with inflation and reduced foreign investment. The Hormuz chokepoint remains the clearest reminder that energy security in the Middle East is inseparable from broader questions of sovereignty and power.
